Pueblo Research Services, LLC (PRS) was incorporated in 2004 by Rebecca Hill, Ph.D. Located in Tucson, Arizona, our primary goals are (1) to increase access to services for underserved populations by helping to create infrastructure and build capacity within local communities, (2) to help develop evidence-based culturally-sensitive programs, and (3) to assist in the appropriate utilization of research methodologies, designs, and quantitative analyses.

PRS offers its partners and collaborators over three decades of experience in providing research and technical support. The team also utilizes a diverse network of qualified and experienced associates and consultants who combine their skills and expertise to facilitate thorough and scientifically-sound investigations.

The PRS research team has extensive experience conducting all aspects of program evaluation, including needs assessments, developing evaluation plans, process and outcome investigations, and reporting and disseminating findings.

PRS has evaluated numerous programs funded by  DHHS, SAMHSA, HRSA, and the Department of Education. These programs include educational, coalition-building, youth development, mental health, and substance abuse prevention and intervention programs serving at-risk and underserved populations throughout Arizona.

 PRS has the expertise to conduct culturally-appropriate and responsive investigations that will provide insight and valuable information about a project and its impact on communities both locally and nationally.

Research Team
Rebecca Hill, Ph.D. , Executive Director, specializes in research methodology, program evaluation, and quantitative methods. A graduate of the University of Arizona's doctorate program in Psychology, she has been involved in process and outcome evaluation research of substance abuse, education, and physical and mental health issues for over a decade. Dr. Hill is currently directing the program evaluation of several federally funded projects that focus on adolescents, educational enrichment programs, mental health, substance abuse, HIV/STD prevention, and underserved populations.
Victoria Brown, Ph.D. , Research Associate, has considerable experience as a methodological consultant and evaluator for various projects at the University of Arizona, the Veteran’s Administration, and the local and national community.
Robert Hill, M.A. , Operations Manager, has notable expertise in curriculum development, planning, and instruction. His experience includes working as a certified teacher in the Tucson Unified School District. In addition to being a published author he has worked in  marketing development in the private sector.
